2. JOB PURPOSE / ROLE
The Human Resources Manager is responsible to develop and implement HR strategy, organization design and change management, policies and procedures covering recruitment, staff development, training and Omanisation, Rewards, performance management, employee relations, and compliance with all applicable Omani laws that govern employment relationship. The Human Resources Manager is a member of the corporate Support team and should play an important part in company strategic planning and in making appropriate and sound corporate decisions that will drive the company and maximize shareholder values.
3. KEY RESPONSIBILITIES
  • Develop and implement the Oman Post human resource strategy within the highest level of the organization that aligns vision and its current and long-term business objectives
  • Provide HR management advice and expertise in order to maximize the effectiveness and efficiency of human resources in achieving business success.
  • Ensure that all human resource activities and programs are implemented in accordance with the organization's human resource strategy.
  • Establish and develop HR planning and forecasting to ensure that the right people with the right skills are put in the right jobs at the right time
  • Ensure all activities and programmes related to human resources are implemented in accordance with the OPC's human resource strategy
  • These may include: recruitment; training; compensation/remuneration; benefits; performance evaluation; organizational development; relocation; equal employment/affirmative action; health, safety and wellness; human resources administration; human resource information systems; payroll; employee communications; employment/industrial/labour relations. Lead, direct, evaluate, and develop a team of managers to ensure the organization's human
  • Resource strategy is implemented effectively, consistently, and according to established guidelines and budgets.
  • Contribute to strategic planning and decision-making at the top executive level so the OPC’s human resource strategy is aligned with other business strategies
  • Represent the organisation in interactions with external parties in order to protect the organisation's interests and reputation
  • Initiate, propose, develop and maintain HR policies, procedures and practices to ensure consistent treatment of staff and to ensure competitive overall employment packages.
  • Ensure that all employment practices applied in the company remain at all times in line with relevant laws and regulations of the Sultanate of Oman
  • Ensure the provision of a comprehensive HR services covering; staff training and development, recruitment, remuneration, employee services, employee relations, job evaluation.
  • Manage society expectation on job opportunities through creating awareness on limited job opportunities with the company in the most transparent way in order to help
  • Maintain and enhance the reputation of the company.
  • Ensure that various links are maintained with external organizations such as government bodies, shareholders, and other associates for the benefit of enhancing the image of the company.
  • Advise line management on the most effective Omanisation plan whereby need to ensure that all Omanisation targets are met.
  • Ensure the provision of effective technical and non-technical training that are geared towards the development of Omanis at various levels in the company.
  • Ensure effective, efficient and pro-active dealings with the Staff Committee/unions and to maintain effective employee/industrial relations within the Company.
  • Anticipate and initiate required changes in the organisation and manage the HR aspects of that change process effectively.
  • Represent the company in various committees such as Oman HR Forum
  • Coach and transfer knowledge and skills to subordinates.
  • Ensure that the payroll function is performed accurately and effectively.
  • Any other tasks assigned by the direct line manager.
4. QUALIFICATIONS, CERTIFICATIONS AND EXPERIENCE
(A) QUALIFICATIONS & CERTIFICATIONS
  • A graduate in Humanities, preferably in HR, Business Admin or equivalent.
  • Hold a recognized HR professional qualification is preferable.
  • Minimum 8 years work experience within the realm of HRM and HRD
  • Demonstrate business understanding with impeccable integrity
  • Should have worked as a member of management team for at least five years

  • Conversant with Oman Labour Law
  • Ability to communicate effectively, both orally and in writing;
